This above picture is the layout of under the rinks surface.

This graphic above indicates the pipe layout in the seats.
Finally, this picture above is the general idea of how the pipes would be incorporated together.

    I assume some sort of heat pump would be required between the bench seating and the rink surface?

    Yes there is thermal storage for the heat being produced from the rinks surface which will be controlled to pass through these heat pumps and diverged to the bench seats.
